On average, CAMRIS staff members hold an advanced degree (MA, PhD or MD) and speak at least one foreign language.

Dr. Day is an experienced executive who has led major international assessments and implemented development projects in all regions of the world. Throughout his career in public health, international economic and business development and strategic planning, he has consistently applied modern management techniques to affect positive change and provide sustainable solutions. His management skills include enterprise management, planning, finance and operational management. Throughout his tenure at CAMRIS he has emphasized evidenced-based, tailored responses to client requests.  

Dr. Day is skilled in project design, evaluation, health systems strengthening, health finance, institutional development, and budgeting and resource management. He has experience working with government agencies such as: the U.S. Agency for International Development; the Departments of State, Defense, Veterans Affairs, Health and Human Services, and Agriculture; multi-lateral organizations including the World Bank, Inter-American Development Bank, Asian Development Bank; as well as many private and nonprofit sector clients. 

Dr. Day began his career in Latin America where, before the age of 20, he had traversed the entire region by land and river and became fascinated with the economics, public policies and management issues that affect development, health, governance and security. This expanded to explorations of a range of subject matter areas that eventually led him to work in more than 80 countries in Africa, Eastern and Southern Asia, Eastern Europe and former Soviet countries, Oceania, and nearly every country of the Americas. He holds a bachelor's in philosophy, an interdisciplinary master's in economics and political science, a Master of Public Health with a concentration in global health, and a doctorate in public health with a concentration in management and finance. He is fluent in Spanish and proficient in Portuguese and French.

In addition to his leadership of CAMRIS, Dr. Day serves as a member of the board of directors for several companies, universities and foundations. 

Mr. Pendley leads general operations and is also responsible for developing business models that support CAMRIS’s continued growth.  Throughout his career, he has helped organizations to strengthen and streamline operations while also building value. Working in diverse industries including government contracting, information technology, investments, and non-profit companies, Mr. Pendley has honed organizations’ capacities to take on new business models and respond quickly to market needs. At CAMRIS he helps shape our lean and adaptive business structure that is centered on constant improvement with the flexibility to provide highly responsive and efficient service delivery.

Mr. Pendley has led engagements for the financial restructurings of both public and private companies – raising hundreds of millions in capital – and has provided advisory services for multiple acquisitions. Mr. Pendley has worked in companies from small start-ups to large multinationals. In the past he held the position of chief financial officer, chief operating officer and chief executive officer at a number of software and technology start-ups in the Silicon Valley and in the Washington Metropolitan area, taking several of them public including one internet company valued at over $150 million. Prior to that he served as a divisional chief financial officer for IBM and Motorola, Inc. He holds a bachelor’s from Georgetown University and a Master of Business Administration in finance from New York University. 

A seasoned veteran of the courtroom and boardroom, Mr. Sweetland had 23 years of private practice experience before coming to CAMRIS, including tenures as a partner at internationally recognized law firms. In addition to the traditional functions of a chief legal officer and general counsel such as corporate governance, compliance, contract oversight and employment issues, Mr. Sweetland is a member of the CAMRIS Executive Committee with a role in formulating CAMRIS’ strategy and overseeing business initiatives. 

Prior to joining CAMRIS full time, Mr. Sweetland represented the company and its predecessor, Clapp & Mayne, for a decade as outside counsel. Mr. Sweetland has first-chair experience at both the trial and appellate levels of practice in trade secrets, privacy, international, commercial, employment, unfair competition and patent infringement litigation. He is a published author in the fields of international and intellectual property law and a widely regarded legal commentator. He earned his Juris Doctor from George Washington University Law School and his bachelor’s degree from Western Michigan University. He also served as a captain in the U.S. Army Reserves.
