CAMRIS staff and consultants are nimble, smart, and inquisitive and are recognized experts in their respective fields. On average, CAMRIS staff members hold an advanced degree (e.g., a MA, PhD, or MD) and speak at least one foreign language.

Leadership

Mr. Sweetland has zealously served his clients for more than 30 years. He is particularly proud of his service to the federal government, first as an officer in the US Army Reserve and later ensuring the highest standards of excellence in administering government contracts. Mr. Sweetland’s philosophy is that public-private partnerships implicit in all government contracts facilitate the greatest good to the greatest number of people. This is accomplished by private sector methodologies amplifying public resources to obtain governmental objectives.

Mr. Sweetland has a 20-year-long history with CAMRIS and its predecessors. Starting as outside counsel, he then became General Counsel, Chief Operating Officer, and finally President in 2021. Mr. Sweetland’s long tenure affords him intimate familiarity with CAMRIS’ most important relationships with the Department of Defense, the National Institutes of Health, the US Agency for International Development, the Centers for Disease Control and Prevention, the World Bank, and the Bill and Melinda Gates Foundation.

A seasoned veteran of the boardroom and the courtroom, Mr. Sweetland is a published author in the fields of Government Contracts and Intellectual Property. He has a JD from The George Washington University Law School and a BS from Western Michigan University.

Mr. Sepp leads CAMRIS’ program management functions and customer relationship management, supports new business development, and implements strategic initiatives supporting CAMRIS’ continued growth. At CAMRIS, he helps shape our lean and adaptive business structure centered on constant improvement with the flexibility to provide highly responsive and efficient service delivery. He is also the manager of our Pilot Bioproduction Facility partnership with the Walter Reed Army Institute of Research (WRAIR).

Mr. Sepp is an operational leader and established executive with over 15 years of project leadership and 25 years in the pharmaceutical and industrial microbiology industry. He has led multiple large facility retrofit and construction programs, including subsequent qualification, validation, and organizational development. Mr. Sepp has applied background leadership in biochemical process engineering, facility design, industrial automation, and program management. He has leveraged this experience in the development and manufacturing of life-saving therapeutics and vaccines, including oncology therapeutics, Ebola therapeutics, Ebola vaccines, flavivirus vaccines, MERS vaccines, flu vaccines, and, most recently, a SARS-CoV-2 vaccine supporting WRAIR.

Upon completing his BS in Bioengineering and Biomedical Engineering from the University of Illinois, Mr. Sepp began his career at Bio-Technical Resources, where he supported industrial microbiology research programs advancing small molecule, protein, and agricultural products for global clients. He spent another year manufacturing oncology therapeutics at Protein Design Labs before earning his MS in Microbial Engineering at the University of Minnesota, where he studied the application of novel chromatography resins for rapid transgenic production of therapeutics and vaccines and taught undergraduate biochemistry. Mr. Sepp relocated to the East Coast biotechnology hubs of Baltimore and Boston in the early 2000s, playing key roles growing several global contract development and manufacturing organizations. He led facility expansion projects and business development efforts at Cambrex, Lonza, and Emergent BioSolutions. Throughout his career, Mr. Sepp has been involved in the International Society for Pharmaceutical Engineering (ISPE), where he currently serves on the Chesapeake Bay Area Chapter board.

Matthew Bunai is an innovative and established professional with over 15 years of business management experience. He has a strong background in international and domestic project and program implementation and logistics management, corporate operations, workflow and process optimization, information and data security, customer relations, and vendor and personnel management. Mr. Bunai has effectively conceptualized, developed, and implemented successful business models that have resulted in turning underperforming business units into high-functioning and profitable ventures. He specializes in auditing and designing key functional processes to automate and streamline activity, resulting in high-quality, scalable operations while decreasing indirect costs and improving profitability. He has developed and executed successful project plans and process designs for the Department of Defense, the National Institutes of Health, the US Agency for International Development, the Centers for Disease Control and Prevention, and the Department of Veteran Affairs in both domestic and international environments. This includes implementing projects in diverse and, at times, austere environments on five continents, including overseeing the establishment of project operations in Cairo, Egypt, Kathmandu, Nepal, and Kyiv, Ukraine. Mr. Bunai navigates programs and departments with a combination of common sense and critical thinking, as well as a commitment to quality. He holds true to superlative customer service standards, the successes of which are evidenced by the cultivation, loyalty, and growth of existing client contracts under his management. He has extensive management experience in bilingual and multicultural environments and brings a dedication to efficiency that has resulted in success in all projects he has undertaken.

Prior to his current role, Mr. Bunai served as Director of Finance and Operations, Director of Operations and Business Infrastructure, and Teleradiology Program Director. He attended the University of Maryland, College Park, where he earned Bachelor of Arts degrees in both Economics and Government and Politics and is a certified Project Management Professional (PMP).
